Identify and align outcomes
Think big picture beyond the product or service to describe how what you want to achieve also meets strategic goals and policy.
Know the scope
Identify:
- what's in the team's control to influence and change
- key stakeholders to collaborate with to achieve your objectives.
Scan the environment
Look at what others inside and outside of government are doing. You may be able to learn from and leverage their work.
Define success and outcomes
Once you know the problem you are trying to solve, consider what success looks like. What will change for your user so the problem you identified is no longer there. For example, success could be that you've helped motorists know how to save money on fuel.
You should identify specific, measurable outcomes that let you know when you have been successful.
Consider:
- Do the outcomes you have set relate to the problem you have identified?
- Are the objectives for your service consistent with government objectives and policies?
- What data will you collect to ensure you can measure and report on success?
Focus on outcomes to ensure you deliver value to your customers where it counts. This can create positive change for individuals and communities.

Align with strategic priorities
Look beyond the work by describing how your product or service:
- meets relevant department and whole-of-Government strategic goals
- meets relevant policy intent
- connects with other projects or services.

- your agency business plan and objectives
- NSW Government Premier priorities
- State outcomes
- Digital strategy and Customer Commitments
